The Special Rectification Work Of Dust Explosion Prevention In Sichuan Province.

        According to the website information of the State Administration of Work Safety, the State Administration of Work Safety recently notified the investigation of dust and explosion protection in Sichuan Province. The report pointed out that the inspection team organized by the State Administration of Work Safety went to Sichuan from June 11th to 14th, and spot-checked the dust explosion-proof special rectification situation in Chengdu's Xindu District, Dujiangyan City, and Pengzhou City and 10 related Enterprises found a total of 31 key hidden dangers and problems related to dust explosions.

       The State Administration of Work Safety stated that the main problems found in the inspection were as follows. 

        First, the company's main responsibility for special rectification was not implemented, and there were a large number of major problems and hidden dangers related to dust explosions. Most of the inspected company leaders and safety managers have a weak awareness of dust explosion safety, and they are not clear about the key issues and hidden dangers of dust explosion; some enterprises have inadequate dust cleaning systems and have not clearly defined the scope, frequency, and tools of cleaning. The surface area of the equipment is very dusty. The dust collector connected to the shot blasting machine of Longding Magnesium Aluminum Technology Development Co., Ltd. is installed indoors, without filter bag and air lock ash discharge device. The abrasive belt grinding process uses a non-explosion-proof axial fan to blow dust. The Langdu Furniture Co., Ltd. is interconnected with different fire protection and dust removal systems. The wind pipe connected to the sander of Hongji Wood Industry Co., Ltd. and Langdu Furniture Co., Ltd. is not provided with a spark detection alarm device. Caiwang Qixin Furniture Manufacturing Co., Ltd. and the wood processing workshop of Yifeng Furniture Factory use non-explosion-proof axial fan to send the dust directly to the dust sedimentation chamber. The dust collector connected to the sander of the second-floor workshop of Le Home Furnishing Co., Ltd. is set indoors. The paint spraying room removes oil and gas and the wood dust shares a dust removal system. The bucket elevators of Yu Zhikang Agricultural Development Co., Ltd. have no explosion vents, and the compressed air is used to clean up the dust.

       Second, the special rectification of dust explosion was not paid much attention to, and the phenomenon of "writing a superficial article" was prominent, and the work had not been carried out. First, there is insufficient provincial-level supervisory force. There are more than 3,000 dust-related enterprises in Sichuan alone. The provincial safety supervision bureau has no full-time supervisors responsible for the industry and trade industry, and the special rectification work has not been effectively promoted and implemented. The second is that the requirements for rectification are not clear and not targeted. Special dust explosion rectification has been carried out for nearly three years. Sichuan Province, City, and County three-level safety supervision departments have failed to highlight the 10 major issues and hidden dangers in accordance with the requirements of the State Administration of Safety Supervision and Administration. Enterprises with high risks and large numbers of powder-related operations will conduct centralized rectification. Third, the documents are conveyed through documents, and the work is not implemented. The safety supervision departments at all levels in Sichuan Province forwarded the notices and notifications for the deployment of special rectification in recent years, but they did not integrate the actual situation of local dust enterprises according to the requirements. In particular, the General Office of the State Administration of Safety Supervision and Inspection visited Liaocheng, Shandong, "Binzhou City Dust Explosion Special Rectification Work Report" (Government Administration of the People's Republic of China Supervisory Administration No. 4 [2017] No. 93), has not seriously implemented, learn from each other, draw lessons, and take effective measures to carry out rectification. The situation of spot-checking enterprises and reviewing law enforcement documents reflects that the grass-roots departments have basically not carried out special inspections, and enterprises have done surface articles to cope with general inspections, and have not rectified the bids as required.

      Third,  the number of dust companies is not clear, the supervision account is not sound, and the basic work is not solid. First, there are problems of underreporting and misreporting. Spot checks found that 2 dust companies in Yifeng Furniture Factory and Yinli Auto Parts Co., Ltd. were not included in the company's investigation report; Fuxing Precision Casting Co., Ltd.'s check list was a metal dust company with 30 or more people in the dust workplace, but after the site inspection, The enterprise is a foundry enterprise that does not have dust-related dust operations; it was verified on the site that Caiwang Qixin Furniture Manufacturing Co., Ltd. had more than 60 people involved in powder-related operations, and 21 in the checklist. The above problems reflect that Sichuan Province, Chengdu City, and relevant cities (districts) have not carefully sorted out and verified the number of enterprises, and the basic data of the special rectification are not accurate, and the number of people involved in powder operations is not used as a basis to distinguish key enterprises that need rectification. . Second, the foundation work is not solid. Judging from the inspection situation, the dust explosion-proof supervision and law enforcement account is not complete, and the demonstration law enforcement training, organizing Professional inspection and diagnosis, and fostering demonstration enterprises have not been effectively carried out. The Sichuan Province Safety Supervision Bureau has not yet deployed supervision and inspection work for metal and wood dust companies with 30 or more dust operation sites.

      Fourth, law enforcement inspections are not in place, and regulatory requirements are not strict. By consulting law enforcement documents, the grass-roots regulatory authorities have not conducted special inspections or found no major problems or hidden dangers in many companies with a large number of powder-related operations, high risks, and outstanding hidden dangers. For example, the inspection of 3 enterprises in Pengzhou City and 2 enterprises in Dujiangyan City, the relevant departments have not checked the 10 major problems and hidden dangers of special rectification; Hongji Wood Co., Ltd. has serious hidden dangers and failed to comply with the Xindu District Law Enforcement Inspection Directive in 2017. The hidden dangers were rectified before the deadline in January of this year, and the grassroots supervision department did not order the company to suspend production or business for rectification. According to the schedule of inspection and rectification of metal dust enterprises with 30 or more powder-related operations reported by Sichuan Province at the end of 2016, Longding Magnesium Aluminum Technology Development Co., Ltd. only has hidden dangers of "dust cleaning" and has completed rectification, but the inspection found The dust accumulation in the dust removal duct of this enterprise is serious, and the hidden dangers of the dust collector of the shot blasting machine are very prominent.

      The State Administration of Work Safety requires that Sichuan Province and the provincial-level safety supervision departments continue to follow the requirements of the Special Administration for Work Safety's dust control and compare the development of their work in the region with the inferences and actions to effectively promote the implementation of the special treatment and further do the following key tasks.

1. to attach great importance to problems found to ensure that hidden dangers are rectified.

2. to raise awareness, perform duties according to law, and promote the effective implementation of special rectification.

3. to adhere to the goal and problem-oriented, and pay close attention to the implementation of the work. Sichuan Province and provincial safety supervision departments should further consolidate the number of dust companies, improve supervision of law enforcement accounts, focus on dust explosion-related areas with high explosion risks, keep an eye on key companies with dust operations at 30 people or more, and focus on the top 10 Key issues and hidden dangers, do a good job of inspection and rectification, and achieve closed-loop management. Provincial safety supervision bureaus should strengthen technical support, comprehensively supervise and verify the rectification of enterprises with 30 or more employees in the workplace, regularly schedule work progress in the jurisdiction, report experiences and gaps, and organize Professional to conduct unannounced inspections and unannounced visits. Regions and enterprises where typical problems recur, timely take accountability measures to supervise and effectively promote accountability at all levels.
